I went to get a propane tank filled today. Another guy was there on a electric wheel chair, think it had 3 wheels. He got his 5 gallon tank filled and put it under his legs and drove off.

They ain't got DOT in Mexico. They just follow these guys (at a distance) 'till they hear the boom and see the cloud. How did YOU think they made them re-fried beans.

It may be fun to have a few laughs at our superior safety standards here (because we can afford them,) and I certainly won't condone what the picture shows, BUT...
I've lived in a country like this. These people are lucky to own ANYTHING. I was amazed just to see that there ARE weldors making a living amidst mostly butcher shops on every street corner.
IF I didn't have a cylinder cap and owned only a moped (very common) and had to take that tank a few miles down the road so my family could eat that night; I'd be in that picture.
For what it's worth, driving in these countries is notable. For example, traffic laws are there, but not enforced. Speeding, passing, and making your own lanes is commonplace. YET, I saw FAR FEWER traffic accidents. Why? Because the ones lucky enough to be able to drive are the usually the same kind of people that pay attention to their driving. When they are driving, that's what they are doing. North Americans are usually doing everything else while they have their brains in autopilot. The guy in that picture probably has a much better chance of making it across his town than a typical bicycle messenger does trying to get across Manhattan. My $0.02...

I agree Mac. I was thinking the same thing. I lived in Jamaica for a year as a contract engineer on a conveyor project. I saw some real poverty down there. 90% of the locals didn't have any motorized transportation. They would walk miles just for shopping or visiting folk. Lots of hitch-hikers as you can imagine. Anything round would be fashioned into wheels for a cart or wagon pulled by hand. So a moped would definately be considered for commercial duty. Some say we've got poverty in this country. Well it aint the same kind of poverty I saw down there. May have been even worse where you were in S. America and probably IS worse in Africa and parts of Asia.Originally Posted by MAC702

Truthfully I've seen as bad or worse in this country where we don't have the justification these folks do. I've seen tanks with mounted gauges bunge corded in rusted out pickup beds flying down the highway at 70+ mph, and I don't even want to think about some of the stuff I've seen at junk yards. People don't seem to have respect for the destructive power harnessed in these cylinders. I guess it's true about God watching over drunks and fools.....
Mac, I can agree with what you say, though I wish I knew where that guy lived so I could at least send him a cap.
