Are you talking about butt welding tubes, or slip-fit joints, or hangers, or all of the above? Since you mention both amperage and rod, you have either a Stick or TIG in mind.

Our answers are easier (and shorter) when you provide a little more info in the question.

I would use mig, oxy/act, or a clamp.

About that. Go with a 5/64 or 3/32 6011. If you have DC use it to weld that. Also if your running DC use a 6010 in either of the two sizes I mentioned. If 5/64 isnt available get a 3/32 rod. Run your welder at 40 to 50 amps. It may be a little hot so you'll have to start and stop to keep from blowing tons of holes in the pipe.

On an added note you might want to get some scrap of the pipe your afixin to weld. Practice on it before you weld the final product.

Let us know how it turned out.

Ryan hit the high points very well. The only thing I would add is run straight polarity on DC. It will help with blow thru.

DC straight polarity is electrode negative. Just think of the minus symbol for negative as a "straight" line.

Myself, I would use a 3/32 6013 rod and run it downhill. The 6013 is a much softer arc then the 6010/6011 type rods. It doesn't have the aggressive dig characteristics and is designed for thin materials. Amperage is a bit of a guess but I would start out at someplace around 80-85 range.

BTW if you are welding it on the truck, be sure to ground to the pipe and not the frame of the truck
