Mega Arc 5040DD

Ok here goes I hope this makes sense here is my problem. I have a hobart mega arc 5040DD welder and a passport plus when I plug the passport into the 110V out let ont the front of the hobart I keep blowinf the 15A breaker yet if I plug it into the house I don't why is that?? Thats problem one.
The second is the hobart doesnt have a large 220V out let on it like for a dryer or stove but it has 2 220V 15A outlets (each with there own breaker or at least it apears that way) the are the same size as a 110V outlet just with sideways prongs -.- now my question it can I make a cord that plugs into both 220V outlets and plug my passport into that? Is it like 2 batteries together to double the amperage is there a way I can use these outlets at all I don't even know what they are for I have never seen this type of oulet before. Can some one please please help me?:confused:
