what type of plasma cutter is an airforce 400? contact start or high frequency/ high voltage start?
also in 230v mode the manual states it requires a 30amp breaker, yet i was told a 50amp breaker would be fine, wont it damage the machine?

Why would a 50 amp breaker damage the machine? The breaker protects the circuit wiring, not the machine.

so would i be able to replace the standard recepticle plug it comes with( airforce 400 plasma cutter) and install a three prong 230v plug and run it from a 50amp recepticle/230v, that i have for a ac/dc welder, with no damage to the cutter.

Yes.
But if it were me, I'd run a new 20-amp/240V circuit just for the cutter. It only needs 10-amps @ 240V.
