don't know if this is "fabshield 21", but it is the same designation: E71t-11. they also have it in the 2 lb version and other diameters. hope this helps. it was actually the lowest price i could find on the web.

Take this with a huge grain of salt because it is second hand information. I was using the fabshield 21 on the 8" rolls and liking it. I gave the empty to my lil woman and asked her to pick up another on her next trip to town. The guy at the welding shop told her that Hobart was no longer putting the fabshield 21 in .030 and .035 on the ten pound (8") reels. He said you could only get it on the 33 lb reels. I'm thinking I have still seen either the .030 OR the .035 on those small 1 lb rolls. I couldn't prove that, it's just some stored mental picture. I don't pay much attention to the small reels because of the pricing. One or two pounds of wire doesn't do much for me anyway. Nice for samples but not for projects.
On the same line Hobart does make the T-11 in their house brand under the Hobart name. I use it and like it. You just have to look at the tiny print for the spec number. Their part number varies with the reels size.

Now that site shows the .035 and .045 but no .030 in the 10 lb rolls. I don't know why it's always such a wrestling match to get the real story from these welding shops..
