I see specs listed as "cuts X thickness"..and then they go on to state "SEVERS".."X+" thickness..???? What exactly is a "sever cut"???

It just refers to the quality and speed of the cut at that thickness.
For example, my cutmaster 38 is rated for 3/8", quality at 1/2" and sever at 5/8"
It makes a really nice cut on 3/8", still makes a nice cut on 1/2", and IMO makes a nice cut at 5/8". There is quite a bit of dross when cutting 5/8" though, and cutting is slow, but still faster than any other method I have of cutting thick sheet. I've even cut 3/4" with it, and the results were not bad at all.
